One line: what you are considering doing. Everything else hangs off it, and you can copy last year's scenario and change three numbers rather than starting again.

Initiatives are the savings, with the month they start landing. Costs are what you pay to get them, one-off or recurring. Pause an initiative to see the plan without it.

Net savings over the horizon, the month you break even, return on investment, and the deepest you ever go out of pocket along the way – with the month that happens.

Is this accounting?
No. It is the argument you make before the money moves. Books is the ledger; this is the case for changing what the ledger will say.
What if the plan changes?
Duplicate the scenario and change the numbers. Both stay, so you can put the old plan and the new one in front of somebody rather than describing the difference.
Who can see my scenarios?
Only you, inside this workspace, until you share one – a half-built business case is not something you want discovered.
